Debt Credit Execution Sequencing Controller is a governed Phase 5 execution asset that enforces a deterministic execution order for debt and credit domains once execution eligibility has already been established. This framework does not define financial actions, strategies, or outcomes. It controls sequencing only.
P3-E2 operates exclusively under the authority of the locked upstream asset Debt Credit Decision Routing Framework (P3-E1). Without a valid P3-E1 routing record, this asset is non-operational.
This controller ensures that no execution pathway proceeds prematurely, in parallel, or across domains without explicit sequencing authorization.

P3-E2 has no independent execution rights. All authority is inherited from P3-E1.
Purpose of the Execution Sequencing Controller
The purpose of the Debt Credit Execution Sequencing Controller is to impose a non-negotiable execution order after eligibility has been granted.
P3-E2 does not decide what financial actions exist. It governs when execution may begin, which domain may be evaluated first, and where execution must pause or terminate.
This ensures that execution logic remains orderly, traceable, and resistant to cross-domain leakage.
Authorized Inputs (Exclusive)
P3-E2 accepts exactly one valid input:
• A P3-E1 routing record containing a single eligibility state:
– Allowed
– Restricted
– Deferred
– Prohibited
No Phase 3 signals, Phase 4 synthesis assets, or external indicators may be referenced directly.
If a P3-E1 routing record is absent, P3-E2 is inactive by design.
Activation Rules (Binding)
Sequencing behavior is strictly determined by the P3-E1 eligibility state:
Allowed
Sequencing may activate fully, subject to ordering rules.
Restricted
Sequencing may activate only within constrained paths, with automatic suppression of non-essential domains.
Deferred
Sequencing halts immediately. No execution may begin.
Prohibited
Sequencing is blocked and terminated. No downstream activation is permitted.
P3-E2 has no authority to override, reinterpret, or soften these conditions.
Sequencing Dimension (Single and Exclusive)
P3-E2 governs execution order only.
Execution is evaluated one domain at a time, in the following fixed sequence:
• Debt Domain
• Credit Domain
• Boundary Zone (Debt ↔ Credit interactions)
Parallel execution, reversed ordering, or cross-domain execution is structurally invalid.
Deterministic Execution Order
Debt Domain — Mandatory First Position
Debt-domain execution is always evaluated first when sequencing is permitted.
Under Allowed or Restricted eligibility, debt sequencing may proceed.
If debt sequencing fails its permission check, execution halts immediately. No credit or boundary evaluation may occur beforehand.
Credit Domain — Conditional Second Position
Credit-domain sequencing may be evaluated only after debt sequencing completes or is explicitly bypassed by upstream constraints.
Under Restricted eligibility, credit sequencing is non-default and may be suppressed or delayed.
Credit execution can never precede debt execution.
Boundary Zone — Final Position Only
Boundary interactions are evaluated last.
Boundary execution may occur only if explicitly permitted by P3-E1 routing outcomes and consistent with the Debt–Credit Interaction Boundary Map.
Any boundary violation results in immediate termination of the execution cycle.
Restricted-State Sequencing Constraints
When eligibility is Restricted:
• Debt-domain sequencing remains the only default pathway
• Credit-domain sequencing is opt-in, never assumed
• Boundary-zone sequencing is blocked unless explicitly allowed
Restricted sequencing cannot escalate into broader execution.
Halt and Termination Logic
Sequencing must halt immediately if:
• Eligibility transitions to Deferred or Prohibited
• Any domain fails its sequencing evaluation
• A boundary violation is detected
• Required traceability data is missing
Halt conditions are terminal for the execution cycle.
Absolute Prohibitions
P3-E2 explicitly does not:
• Generate or modify eligibility states
• Interpret Phase 3 or Phase 4 assets
• Recommend actions, strategies, tools, or behaviors
• Rank, prioritize, or optimize outcomes
• Collapse debt and credit domains
Any such behavior constitutes a governance breach.
Traceability and Audit Requirements
Every sequencing decision must record:
• Referenced P3-E1 eligibility state
• Domain evaluated (Debt / Credit / Boundary)
• Sequence position (First / Second / Final)
• Outcome (Proceed / Suppressed / Halted)
Absence of traceability invalidates all downstream execution.
Governance Position Within Pillar 3
P3-E2 is subordinate to P3-E1 and authoritative for sequencing only.
No subsequent Phase 5 execution asset may activate unless sequencing permission is explicitly granted by P3-E2.
